This type of notice must continue. 2. Interim steps are necessary given the projected timeline of this project. There are SAFETY problems at Midway & Sunrise and Midway & Citrus. Gianoth-Jones, Cathy & Steve Comment: Just make sure Midway Road is not 17th street like Orange Ave 5th Street and US 1 and Delaware Ave and 17th Street. to US 1 Ivey, Pat Comment: Access to entering & exiting areas of Midway – primarily Sunrise & Oleander. At Midway & 25th W. not wide enough to do ‘U’ turn (safety issue). 3. Also South on 25th to make ‘U’ turn very difficult & safety issue. Meas, Ky Comment: U-turn sign shorten median a bit for the safety turn. Hartsfield, Keith Comment: Very concerned about drainage with this project as we are currently draining from the White City Elementary School to our pond at our residence, W. 1st Street, and we are also draining an area across Midway Rd. (Charlotta St.). Our pond serves as a settlement pond for the water before it drains to the St. Lucie River. Due to this, we are currently experiencing a large amount of erosion to our property. Szczesny, John Comment: My number one concern is preserving the unique character and history of the Midway Rd. area. That said, I believe the focus of this project should be calming traffic rather than four-laning segments to add capacity. There is a real potential to create a destination at Oleander & Midway with pedestrian-friendly streets and maybe some urban design elements such as mixed use buildings and public space. The design of the road needs to take into account broader place-making issues in my opinion. As far as traffic, I understand the problems of trucks using Midway to get to Commercial and industrial areas and I-95 and the turnpike. However, the ultimate design of Midway should discourage truck traffic. If it is not a quick and easy route than trucks wont use it. For instance, they will use Edwards instead, which is much more suited to handle trucks. So please consider the possibility of not-widening Midway Rd. and using traffic calming to create a pedestrian-oriented environment. I know this is probably a controversial concept but St. Lucie County has enough roads that solely move traffic. Hillis, Brenda Comment: I’m a land owner and want to receive information regarding Midway Rd. improvements as they go through the planning process. Mayo, John A. Comment: If possible turn lanes are very important. Access should be allowed to current businesses. I am unsure of roundabouts, unless 4 lanes of traffic are constructed. I am opposed to only 3 lanes of traffic. Bogan, Sandra Comment: Create a model multi-use trail to become major artery of a system. Replace trees. Do Not increase speed limit. Do Not connect Sunrise with Citrus – don’t want to make Citrus an easy cut-trough. PUBLIC COMMENT – MIDWAY ROAD CORRIDOR PD&E MEETING. Community-Context Design to include multi-use trail, a minimum of 14 foot wide on at least one side of the road and included in bridge over St. Lucie River. The trail should ultimately run the full extent of Midway Road from Fairgrounds at SR70 to Indian River Drive, thereby connecting the Savannas Recreational Area, White City Park, downtown With City, and potentially legs to the Oxbow Eco-Center, Sweetwater Hammock, and new Weatherbee recreational park (Ancient Oaks). Multi-use trail should be designed to accommodate hikers, bicyclists, rollerbladers and horseback riders. Re-establish ‘canopy’ roadway by planting oak trees to replace those that will be eliminated. Both these elements will require purchasing significant right-of-way, for bicycle/pedestrian use. Trees act as traffic calming elements when placed near roadway. In addition, land should be purchased for both retention/detention/attenuation, as well as a hub in greenway and trail system. The land on the southwest corner of where the river meets Midway would be prime property for such a hub, as it would add to our potential ‘blueway’ along the river and allow for restoration efforts to improve water quality (restoration of stagnant oxbow, revegetation, marsh flow-way, etc) Do NOT increase speed limit through White City. If at all possible, avoid making roadway 4-land through White City. Potentially, three lanes can go through, with a multi-use trail.
